[Unfortunately, after Vanitas's breakdown following Billy's death, Stephen's not inclined to take any of his threats to harm Billy too seriously. The kid's a dick and Billy would no doubt be better off without him, but gone are the days when Stephen assumes he's a deliberate threat, whether or not he'll be proven wrong at some point.]
